Civil right thoughts, which is the core part of the Three People's Principles established by Dr.Sun Yetsen, plays an important role in the process of Chinese Modern History. In the early 1930s, the New Guangxi Warlord Clique declared that they adhered to the Three People's Priciples. Then as a way to fulfil them, they established the"Sanzi policy", which includes self-defense, autonomy, and self-supporting. Among the"Sanzi policy", autonomy is an establishment in politics to fulfil the thoughts of civil right. Through the local autonomy, the New Guangxi Warlord Clique practise the thoughts of civil right, impelling the modernized process of Guangxi politics. Although the practice of civil right thoughts didn't achieve just what they have expected, it reflects the good desires for democracy and innovation people of that age persued. Thus it deserves our reflection and summary.From the perspective of the implementation of autonomy policy in Guangxi among the period of 1931-1949, the thesis explores the process of carrying out civil right thoughts in Guangxi. It consists of five parts.Chapter 1 concerns the origin and planning for the practice of civil right thoughts in Guangxi. Combining the two aspects of objective and subjective factors, it combs the causes of practising civil right thoughts. Then the writer analyzes its theoretical foundation and related plannings of the practice.Chapter 2 is about expanding the scope in which people participate in politics. It interprets the history on which the New Guangxi Warlord Clique train people to use"Four Rights"and establish the basic parliament at all levels. Moreover, taking the first ordinary session of the fourth permanent council in Pingle county in 1943 as a case study, the writer elaborates how councilmen participate in and discuss politics, and reflect public opinions. Furthermore, it explores the relationship between the parliament governed and government. Finally,the writer objectively comments on the influence and historical status of these basic parliaments in Guangxi.Chapter 3 involves the attempt to construct a society ruled by law. Its focus is on analysing the following three aspects, that is, how the New Guangxi Warlord Clique cultivate the rule of law consciousness among society, establish the civil service system and innovate the legal system. It affirms that this attempt safeguards people's rights and interests to some extent. Meanwhile, the writer also points out that fair and just legal system failed to completely come into being in Guangxi, with the background of dark and corrupt law system around rhe country.Chapter 4 is about how the culture construction impels the further practice of civil rights. It explores the great efforts which the New Guangxi Warlord Clique have made to popularize national education, to implement more democatic and free cultural policies, and to eradicate some local bad customs.Chatper Five is a retrospection about the practice of civil rights in Guangxi. It dialectically analyzes the achievements Guanxi has attained in the practice. Furthermore, it explores the factors which restrict the practice and its historical significance.
