Based on the plenty of modern documents and relative biographies, starting from the history of political parties and factions which Hoshi Tooru involved in since Meiji period, with roundly and objectively expounding Hoshi Tooru's conception and management of the political parties and factions, this paper tries to point out the outline of the foundation and development of early Japanese political parties and factions, analyze the characters, probe into the effects in Meiji period, and further expound the rationality and disadvantages of the existence of their existence, in order to make objective and synthetical assessment on Hoshi Tooru and his activities of factions.Hierarchy, factionalism and dreams of following the strong are the key reasons of the emergence of factions. After Meiji reform, according to the conflicts on power among the governments of General,the defeated Feudal lord's group became politicians, and they organized parties to take part in political activities, which left the Japanese political parties in the danger of the conflicts of factions at the beginning.Hoshi Tooru is the main composer and pioneer of early Japanese political parties and factions. His early abundant life experience made him easy join in the political activities early. Through Free civil rights movement, Hoshi Tooru got connection with Itagaki Taisuke's Liberal Party,and after joining the party he got the power of Guandong faction which is the main faction. He took part in and led the Datong unity movement, and then got the factual power ofEstablishes a constitution the Liberal Party(Liberal Party).after the unification of Liberal Party andProgressive party and founding of Constitution political party, he zealously took part in the conflicts of factions. At last with the members of old Liberal Party of Constitutional government inner-party he allied with Itou Hirobumi, and then joined in Political friend party. The explanation that Hoshi Tooru was assassinated because of the disadvantages of conflicts of factions is not accepted by the populace. Although it is thought that Hoshi Tooru is a politician of Money and authority, he made important effect in swaying the faction politics of Satsuma,choshu, and promoting the construction of Parliamentary democracy and the politics of political parties.On the one hand, Hoshi Tooru's conception and management of political parties and factions shows the character of the trend towards factions,it is not only the politics of political parties of local factions, and also turns to pay attention to the factors out of geo-politics. In this period, the factions were not obvious, and they still have strong leaders and vertical structure, valuing money and public opinions. Hoshi Tooru's management of political parties and factions affected the politics of political party. Especially the distinct politics of Money and authority, the whole life of Hoshi Tooru is related to it,and his rising and dying are all due to it. On the other hand, the original intention of founding factions is to occupy the Diet and the majority of the positions in the party better. Actually, the conflicts of factions took a distinct role in the parting and unification of political parties. When one party holds power for long time, with the conflicts in different parties, it comes out that different parties take power in turn. This feature is obvious in the conflicts of factions of Free Democratic Party. Viewed from political culture and political society culture, the Japanese political party originated from the beginning of 19th Century, and its turning to common people started in the beginning of 20th Century. Under such social background, factions emerged and developed, and Hoshi Tooru is the witness and participant of this course.
