After the First World War,the League of Nations was founded, Woodrow Wilson made outstanding contribution to this.Woodrow Wilson was the most important founder of the League of Nations, he also changesed U.S. foreign policy when he was president. Under the leading of Woodrow Wilson, the United States abandoned policy of neutrality which was dominanted by the traditional Isolationist Foreign Policy, participated in the First World War, and actively planned the post-war new world order. Woodrow Wilson's League of Nations embodied his classical liberalism, how his classical liberalism formed, this article attempts to in terms of Locke's classical liberalism, "the Declaration of Independence" and the legacy of the United States Constitution, American Exceptionalism, as well as the Vision of Mission to discuss those factors to shape Woodrow Wilson's liberal ideology of international politics.Woodrow Wilson's League of Nations idea was developed and consummated during the First World War and post-war, this article accorde time as clue, illustrate the process and content of Wilson's League of Nations' draft. When analysise the draft, I think it combined Wilson's liberal international political thought, that it reflected the principle of democracy,national self-determination,moralty,collective security and equality.Woodrow Wilson was the principal founder of the League of Nations. However, he was not the first founder of the League of Nations. At that time, Britain and France, considering their own interests, formulated their own League of Nations' draft. Some prominent politicians and lawyers had written League of Nations' plan. The article uses the method of comparative history, analysised similarities and differences among Woodrow Wilson, Britain and France's League of Nations' drafts. Paris Peace Conference was British,American, French, Italian, Japanese' game about the arrangements for the post-war world order. Each country's national power decided it couldn't fully realize aspirations, as long as they compromised to reach an agreement. The article explains the struggle and compromise among America, Britain, France, Italy, Japan and other countries, points that the League of Nations Covenant was not the same as Wilson'draft.Although in the creation of the League of Nations, Woodrow Wilson made excellent contributions, United States did not participate in the League of Nations. The direct reason was United States' Congress did not approve the League of Nations Covenant draft, its root reason was American did not ready to lead the world, then the article points out that Wilson's stick character, the party struggle and isolationist sentiment effects were other reasons.The last part is evaluate the relationship between Woodrow Wilson and the League of Nations.First of all, Wilson actively advocated the establishment of the League of Nations, prepared the draft of the League of Nations Covenant and established a new international order, the article explains Wilson made important contribution to the League of Nations. Then analyze the essence of the Woodrow's League of Nations'draft, it was that he tried to establish a new international order under America leadership. At last concluds the impact of Woodrow's League of Nations'draft,it not only constituted main content of the League of Nations Covenant , but also had profound impact to the creation of United Nations.
