The essay mainly focuses on the developing process of Britain asylum situation and its policy. In the 13th century, Britain began to act as the refugee receiver. In the 1990s, the management of refugee and asylum seekers entered into the political agenda. Since 1999, Britain parliament has passed three laws about asylum:Asylum and Immigration Appeals Act 1993; Asylum and Immigration Act 1996; Immigration and Asylum Act 1999.The essay regards the event of September 11,2001 attacks as an important time joint to research the change of the British refugee policy. The event of September 11 attacks began the wave of the fight against terrorism and Islamic extremism around the world, which impacts on Britain's asylum policy and procedures. British made important adjustments to solve the asylum issues within the UK, such as the soaring number of asylum application, asylum applications from Muslim countries and the issues of repatriation of rejected asylum seekers. Government enacted Nationality, Immigration and Asylum Act 2002, Asylum Immigration (Treatment of Claimants, etc.) Act 2004, and regulated a serial of asylum policies and procedures. The British Government strictly controlled the asylum application from the Islamic countries; and compared with 2002, the total number of asylum applications in 2003 has dropped by nearly half; the proportion of repatriation of rejected asylum seekers has shown a clear upward trend.In the aftermath of the event of September 11, government more emphasised the enactment and practice of Britain asylum policy, such as the improvement of every step of asylum management, the implementation of the new asylum model, the adjustment of the way of sheltering assistance to the rejected asylum seekers and reinforcement of repatriation of rejected asylum seekers, and got remarkable results. All of these changes are influenced by the economical, racial, secure factors. At the same time, the legal rights of asylum seekers were violated inevitably.The essay is divided into four parts. The first chapter discusses the definition of refugee, refugee protection and the refugee agency, in order to form the macro understanding. The second chapter discribes the situation of refugees and its policy development process in the last century. The third chapter focuses on the changes of asylum situation, and the adjustments of its law and policy in the aftermath of the event of September 11. The last chapter analyses the economical, racial, secure factors of asylum policy. The purpose of this essay is to sort out the overview of British asylum law and policy, focusing on the event of September 11 to analyze the evolution of asylum policy, to study the new changes of asylum policy, the reasons for the policy change, the impact of its policy, in order to interpret the characteristics of the British asylum management.
