This paper includes four parts. The first part focuses on the history of Chinese hand-made carpet exports and difficulties involved in such exports in recent years. The hand-made carpet industry was once one of the most important traditional export-oriented industries in our country. This industry has not only generated millions of US dollars for the country, but also provided many opportunities to improve the local economy and the living conditions of people inhabited in remote and poor regions. In the process of the implementation of the open policy, great changes have taken place in the foreign trade system in China, which has changed from the high monopolization to an open and competitive system. The open policy set free the enthusiasm for labor, so the hand-made carpet industry has developed very rapidly. However, there also exist some major problems such as below-cost pricing, vicious competitions and quality decreases, to name just a few, which obstruct the further development of the industry. Therefore, the export benefit was once on the substantial decrease and the export volume fell by big margin, bringing great damages to the interest of the enterprises and the country. The situation described above is not only seen in this industry, but in other labor-intensive industries as well. These problems affect the benefits of the traditional export sector and the system adjustment, and have serious impact on the long-term development of the export sector. What is to be done to revitalize the traditional export industries in China? Economists are being puzzled by the above-mentioned problems. Although people have put some ideas into practice, such as export quota, the bottom line for the export price, all of them have very limited effect so far.The second part of the paper mainly deals with the analysis of the New Economy and the opportunities which the New Economy offered to the traditional export enterprises. At the end of the 20th century, the New Economy initiated in the United States came into being and developed very fast, influencing every part of the world. The New Economy is characterized by the following features: the emergence of advanced science and technology industries highlighted by information technologies and its impetus to the sustained economic development; the predominance of financial leverages; the speed-up of the process of global economic integration; the intensity of the economic structure; the increase of the proportion of the subjunctive economy; the transition from the industrial economic society with the lead of products to the knowledge economic society with the lead of advanced science and technology, information and finance; the large-scale increase of productivity; the trend of individualized consumption; the tendency for marginal cost going down and the phasing-out of economic cycles; and the transformation and improvement of traditional industries.The New Economy offers the new ideas and new opportunities for the traditional export enterprises to get out of the operational difficulties. Firstly, the New Economy speeds up the process of globalization. China is going to enter the WTO, which makes us face the world market in a more open manner. For traditional labor-intensive export enterprises, a broader world market is no doubt very helpful. Secondly, under the conditions of the New Economy, we can apply the Internet technology into the development of electronic business and the improvement of business style of the traditional export products. By fully sharing information, those export enterprises may adjust their operations according to the market demand and supply, so that the type and quantity of their products can better meet the needs and wants of the world market. In this way, we can avoid unrealistic operations, too much overstock of products and suicidal price cuts in unfair competitions.
