The Research And Application On The Evaluation Indexes System Of The Advanced Province In Agriculture

The purpose of the thesis is to establish a set of scientific and rational evaluation indexessystem, which be applied in the practice of researching the agricultural deveopmentcondition of our province. So that it could offer the quantificational references to guide theadvanced province building in our province.On the basis of qualiative description about the connotations and designation of theadvanced province in agriculture, we discussed the dialectic relation between the big and theadvaned. Combining the contents of the two aspects and through the researching on variousissues surrounding the evaluation of the agricultural development, we approached theevaluation indexes system of the advanced province in agriculture. It is the first time that weput forward a set of evaluation indexes system on the advanced province systematically, whichincludes four arrangements which are synthsis index, first-level indexs, second-level indexesand evaluation indexes and twenty-two concrete indexes.According to this set of evaluation indexes system and exerting weighting fumctionmethod, we up builded a comprehensive evaluation model, using which we made acomprehensive evaluation on the deveopment condition of the agriculture in the range of 30provinces and cities, then sorted them. Whereby, we know that which place our province in Inthe ligh of the results of the comprehensive evaluation, we demarked the agriculturaldevelopment level as three grades those are advanced level, middle-level and low-level. At thesame time, we gave a quantificational evaiuation criterion about the advanced province inagriculture at the present and pointed out that although the development level of Hei LongJiang province in agriculture is at the tenth position now, it could not be classified as anadvanced-level province yet. The evaluation criterion could also be used as a reference in theevaluation work by other provinces separately, and because all the data formed the criterionwas obtained from practice, so it is scientific and reliable.Through the depth-going evaluation and analysis step-by-step and transversal contrast atthe range of three northeast provinces, we got out several weak indexes that affected andlimited the development of Hei Long Jiang province.
