The concept is reemphasized during the Fourth Plenary Session of the Fifteenth Central Committee Congress of the Communist Party of China that it is an important and urgent task to enhance the reform and development of the state-owned enterprises. The reform of state-owned enterprises is the most important part of the Nation-wide economic structure reform. It is also the key factor for the country to achieve constant and stable development. Today, economic interdependency and interpenetrating all over the world are going further and further, so that economic regionalization and globalization become the main trend. An enterprise抯 developments depend on continuous innovation, innovation, and further innovation. Innovation makes the enterprise live, iiinovation keeps the enterprise c~inpetitive, and, first of all, innovation is an effective way for the enterprise to increase its competitive power. Innovation is the eternal theme for an enterprises cOntinuouS development. A nation without innovation will be dropped out. Similarly, an enterprise without innovation will never be prosperous. This thesis studies the development of large-scale state-owned enterprises, demonstrated by Guangzhou Development Holding Company Group (Abbr. GZHG). Firstly, the concept of innovation is introduced and analyzed, then, system innovation, management innovation and operation innovation within the enterprise group during development are analyzed in detail by using related strategy management theories such as the Diamond System, BCG Matrix, Potential Advantage Matrix, etc. It is found that GZHG抯 core business ability may includes management of state-owned assets under authorization, rich experience and high capability of financing, enterprise spirit of continual innovation, famous blue 鑘ip, enterprise coherence, and so on. The core business scope may be located as the follows: domestic facilities, communication, electronic network, and some other high-tech fields. A series of strategic selections and practical measures are provided in this thesis. Finally, competitive ability of GZHG抯 core industry, electric power, is analyzed by using Porter抯 Competitive Force Analysis Model. Competitive advantage of GZHG抯 industry is analyzed by means of SWOT Method. Through analysis, high reliability and low cost are thought to be the competitive strategy for GZHG. Furthermore, a series of practical measures are given for this strategy.
