Section of Majia River, located in the Darning County, Hebei Province, is one of typical water shortage areas, in which water amount of per person is only 12.6% of the national level. The model of high efficiency water using agricultural technology, planting structure of water saving and rational distribute of agricultural water resources of the section were studied systematically, basing on the results of integral study on the water irrigation, rational fertilization, meadow cultivating and planting structural optimization of the area. The water saving method and stiiictural of planting were studied, and the model of water saving agriculture, suiting to the area, was constructed, basing on the texture of the soil and climate. By using the model of water resource optimal allocation (WOM) was constructed in the paper, the construction of planting and the optimal allocation of water resource in crops in 2000, 2010, 2020 were fonnulated. The ratio of foodstuff and economic plant was modified from 2.75:1 in 1995 to 2.14:1 in 2020, and the proportion of water using of winter wheat was modified from 72.2% in 1995 to 49.2% in 2020. If 11.3%, 17.9% and 40.7% of cultivated land was sprinkler irrigated in 2000, 2010 and 2020 respectively, the groundwater can meet the require and the benefit was economic.
