Studies On The Balance Problem Of The Pension Fund In China

As the population tends to age, the pension system faces great challenges, among which the balance of the pension of the payment matters most. T his paper tries to make an approach to those existing problems in China抯 pension system, and conduct an in-dept analysis and calculate the hidden pension debt arising out of its transformation, then put forward proposals how to keep the balance of pension fund and enable the sustainable development for pension system. The paper includes five parts: Part one: Introduction. Its aims to expound the significance of this paper, brief the concept, the connotation of the pension抯 balance, and those relating modes of pension system. Part two: the situation of the pension抯 balance, and tendency of China抯 aging population. Make approach to the imbalance of supply and demand of pension, analyze the effects that the population aging trend exerts upon the pension system of the 損ay-as-you-go? Part three: the practice of the refonn in pension system and its following problems. Review briefly the development and reform of the system, and point out those problems arising out of the system, then draw lessons from foreign experiences and propose an idea to reform. Part four: the calculation of China抯 hidden pension debts. Make use of actuarial models and some actuarial hypothesis, carry out a relative precise prediction of hidden pension debts. Part five: the counter-measures of China抯 balance of pension. In order to achieve a balance of payment, we should reform the nowadays system, and venture to put forward a series of counter-measures.
