In 1990s, because of new technological revolution, macroeconomic situation and employment, small-and-medium-sized enterprises (SMES) became popular issue. With more supports of the government, SMES have developed rapidly. Under this situation, the government must give SMES correct directions. It is objective for the government to draw up a set of macro-monitor and evaluation indicator that could reflect SMES? characteristics and accord with the realities of china. The indicator system could monitor and evaluate the special groups?total state and the degree of affecting our society, provide scientific foundation for government drawing SMES?policies. By using the foundational principles of Prosperity-forecasting and the basic theory of company performance evaluation, this paper builds a theoretic framework of macro- monitor and evaluation of SMES. Under direction of the logical framework and the principle of system theory, the study designs a set of macro-monitor indicator system which includes total input, operational ability, total output and social effect level, and chooses a suitable evaluation method system. In the third section, with necessary macro- figures, the paper carries on positive analysis which monitors the practical state of china industrial SMES and evaluates them comprehensively from 1993 to 1997.the outcome of evaluation accords with the actual practice of SMES. In the last part, the paper analyses the main problems in SMES development. With the analysis by transaction cost theory, the article indicates that the government must give SMES more supports and helps to improve SMES?disadvantageous status in external transaction. At last, the paper designs the policy system framework and put forward policy suggests that can help to accelerate SMES?development.
