Government Behaviors In Development Of Individual And Private Economy In Contemporary China

Since the opening and reforming in 1980's, individual and private economy in our country has developed in a high speed and played an important role more and more in our national economy. It has already become the important part of the socialist market economy. The local government has exerted very important effect on the development of the individual and private economy. However, the local government has some defects and limitations that lead to the failure of the local government administration and limit the development of the individual and private economy on some degree. It is very important for reforming the government administration and promoting the development of individually and privately owned economy in persistence, healthy and rapid way to study the defects of the local government administration and its countermeasures. The article consists of four parts. The first part is a summary of the individual and private economy and local government's behaviors. The author clarified the basal meaning and discussed the status of individually and privately owned economy, the situation of development and its main functions, the concept of local government's action and its embodiments in administration of the individually and privately owned economy. The second part is on discussing about the defects of local government administration in promoting the development of individually and privately owned economy at present. The author pointed out that the local government pay much attentions on solving the individual problem more than the steering in the development of the individual and private economy, on the administrative means more than economical and legal means, on the protection of legal rights and interests more than correct the unlawful actions, and on the local interests more than the whole country's interests. The third part is on how to improve the local government administration in the development of individually and privately owned economy, including the strengthen of law system, normalization of local government's actions, reforms of government system and optimization of local government's actions.
