Judicature plays a great role in a legal state. Costs of civil litigation impact whether we have mad e full use of judicial system, they influence people's lawsuit idea and the pr in ciple of remedy of the weak. Moreover, costs are the key of which litigation pra ctic es systematically as a remedy mechanism. Given these, We have to follow with int erest about the construction of costs system.The problem of lawsuit cost and benefit has been a central issue in both theory field and practice department. To resolve high expense and time-consuming of civil action, they concept a series of procedure and system to cut down costs and r aise lawsuit efficiency. But these in novation include more procedures than the s ystem of costs itself. The article has just based on rational conception of the costs system.The related theories of costs include the concept and compostition o f costs, reasonable basis and nature of adjudicative fee, collecting standard an d burden of costs, judgment and remedy of costs, security and management of costs. The author introduces concerned theory issue and practice in other countries, elucidates the method to resolve these problems. Through the discussion about their effect and construction of their system, he points out a series of proplems in our civil costs system, and suggests that we should enact special law about cos ts, establish right idea of costs collection, construct impro ved system of costs to ensure the basic procedure right of civil subjects and c onform to the justice and efficience principle of civil procedure....
