Although western scholars have carried out certain research and exploration concerning investigation procedure, they haven't been devoting much attention to it because of the influence of their investigation structure, while the study on this in our country has just started. Though scholars have already done valuable research in their works, it lacks systematic-ness and thoroughness.For the above-mentioned reasons, this article will give a comparatively overall and profound argumentation to investigation procedure from the combination of theory and practice: First of all, this article structures the basic theory frame of investigation procedure, namely the value position and purpose of investigation procedure. Because the value goal and the purpose are different, they have brought about the difference of the investigation modes. Then it makes some comparison among and study of the three investigation modes; On the basis of analyzing the characteristics and defects of investigation procedure in our country, this article gave a pioneering discussion that suits our national conditions to the legislative perfection of investigation procedure in our country.
