Study On The Policy And Tactics Of The Movement Against "Five Evils

The movement against the " five evils" was held in 1952 by the CCP, and its aim was to strike the illegal behaviours of the capitalist and to consolidate the leading position of the state-run economy . it' s a kind of large scale political mass movement, but the historical circle has not valued it and the finished research are oniy some historical recalls of it .The reason of its successs and failure has not been touched yet.This article aims to get some beneficial enlightenment from the movement and it gives some new explanation and deep analysis on the success and failure about the movement. The research starts at the policy and tactics of the movement, using the research method of the policy.In the movement, the CCP used the policy of unity and struggle to the capitalist as the target of the struggle. First, the article begins with the form of this policy and then it gives the policy a full summary of its contents according to its target, aim and bounds. Finally, it analyses the neccessity and correctness of the policy basing on the theory, reality, and historical experience.Correct policy does not lead to correct practice directly. The success of the movement lied in not only its correct policy but its flexible and effective tactics .The main tactics were the following five ones: "unite the majority, isolate the minority " " use the contradiction, pratise splitting" ;arouse the mass to act and control them strictly; combine the political struggle and the economy development ;grasp the correct struggle direction and never act blindly. The five tactics were practised strictly according to how to strike the capitalists' "five evils" and unite them to develop the economy.It' s because of the correct policy and tactics that the movement made such a success, whiêh realized the aim of the movement .At the same time , the decadent thoughts of the capitalist class were exposed and critized, while the socialism moral and new habit became the seeking value of the people at that time.The policy, and tacticS made in the movement succeded. For example , the using and limiting to the private - run economy, the combination of the movement against the "five evils" and "three evils" and arousing the mass ,etc. They are beneficial experience for us to refer to in the building socialism market economy with Chinese character today, the construction of CCP and the struggle of anti-corruption.
