The major problems of Ato Fina (Guangzhou) Chemicals in human resources management, include zero effort in job analysis, inadequate focus on internal candidates, no compensation structure, defective performance appraisal system, ineffectiveness in identifying training needs, and insufficient input in staff training and development. These problems root in the fact that Ato Fina (Guangzhou) did not instill people-oriented concept to the management and carry out a people-oriented strategy. People-oriented concept requires a good match between company business development needs and individual employee抯 need in terms of materials (including salary, bonus, and benefits) and spirits (job satisfaction, recognition and award, self-actualization). It, in turn, results in a win-win situation in relation to the economic and social effect of company and individual development. Consequently, it is imperative and necessary to implement people-oriented strategy. Having conducted a SWOT study of Ato Fina (Guangzhou), the author strongly believes the people-oriented strategy will be definitely helpful in improving the company operation efficiency, attaining competitive edge, and eventually realizing its goal of excellent performance.
