| Since the reform and open policy has been taken , the economical construction has gained remarkable achievements. But the regional economy gap has been widen increasingly. The economic development in the east and the residential wealth degree are more high than those in the west. So, the Fourth Plenary Session of the Fifteenth Central Committee has brought forward to carry out the economic development strategy in the west of China. In the early of 2000, our government has taken the western China's development strategy into our country's economical development plan.At present, the enforcement of the development strategy in the west refers to the scpoe of the western region including 12 provinces, regions , cities, namely 5 provinces in westnorth china, 5 provinces regions -. cities in westsouth china, Guangxi zhuang Autonomous Region and Neimonggy Autonomous Region, the area coveres 686 square kilometer and occupies over 71 percent of the whole country's area, the population is 355 million and occupies 29 percent of the whole population. The western development is to enforce the west's basic equipments construction, to pretect and improve the ecological environment, to adjust and better the west's industrial structure and to develop the science and technology and education in the west. With the improvement of the development in the west, the west will have a big development. Meanwhile, it needs a great large amount of investment. Short of funds and captal flight, accumulation of capital shortage still baffles the west. Huge funds shortage has been the biggest problem to start the development in the west. Whether the development strategy in the west can reach the expected aim or not, it lies in forming an effective funds supply mechanism which can solve the funds shortage problem. At present ,There are two channels to solve this problem: On one hand, enlarging the investment ability of the west of all level finance; On the other hand, setting up corrosponding policy and measures that is aimed to mobilize the financial capital of the financial institution and non-governmental capital at domestic and international involved in the development of the west.We can't neglect the role of fiscal investment which played in the development process of the west, but the fiscal investment can't be the main funds resources. Its function can be definited to be earlier, basic and guide role.Finacial is the core of modern economy. At present, Our country's monetary has been reached much high level. Our country's economy has been transfered into the financial guide model from the fiscal guide model. Financial support the developmeat in the west relies on the financial market to tackle the contradictory between funds supply and demand. This transfer is upIIIto the objective requirements of socialism market economic system, namely, depending on market force for developing economy will be a irreversible choice. At the same time, financial support for the development in the west is a policy which solve the problem to push the economic development of the west forward. By this way, it can bring the western management mechanism's treansfer into reality by financial market, enforce the quality of the western economic body and its own operating ability and realize the economic good circle. So, the financial support should be in the leading position and role which played the guide role in the support system of the western development from the overall point of view.But, financial support role and position are limited by some factors which show mainly in the following aspects: Over a long period of time, our country's financial adjustment and control neglects the difference of regions and tends to perform a policy of "One Standard". This situation restrained the monetary supply in the west; Meanwhile, it leaded to the result of credit funds of the west which was tranfered to the east, So it aggracated the money shortage situation of the west.
