| High-tech revolution are pounding traditional mode of production and industrial structure rapidly and leading man to enter knowledge economy times. Because high-tech industry has important competitive power and tremendous driving power, it possesses strategic status in course of regional economic development. Founding high-tech industry development district (for short as high-tech district) is effective tactics to develop high-tech industry. Many countries set up high-tech district to develop high-tech industry, to keep economic growth, to raise international competitive power and to raise labour productivity.Torch plan promotes the development of high-tech industry in China. Founding high-tech district and the service center of establishing high-tech enterprise are torch plan's important content. There are 53 state-level high-tech districts. Urumqi high-tech district founded on Aug 25,1992 and was ratified by the State Council as state-level high-tech district on Nov 9,1992. Up to now, there are 100 high-tech enterprises in Xinjiang and 87 high-tech enterprises in urumqi high-tech district. Urumqi high-tech district is being high-tech industrial base. With the development of urumqi high-tech district, the function of urumqi high-tech district as the high-tech industrial base is weakening gradually. Under this background, this paper, with the purpose of strengthening the function of urumqi high-tech district, probes how to develop urumqi high-tech district.The first part of the paper summarizes the influence of high-tech district on the regional economic development from the angle of regional economy and summarizes the characteristics of successful high-tech district. High-tech district exercises a great influence on regional economic development. It may be regional economic growth spot; it can promote technological accomplishment utilized; it spurs regional industrial structure upgrading, etc. So developing urumqi high-tech district has a great influence on urumqi and xinjiang undoubtedly and brings about tremendous forcing function. By summing up many successful high-tech districts, we can get characteristics of successful high-tech: intellectual resources gathering, venture capital investment flourishing, denseness of innovation atmosphere, system innovating, policy supporting, etc. The second part of the paper analyses situation of urumqi high-tech district logically and gets conclusion by combining motive state analysis with static state analysis. Firstly, urumqi high-tech district falls behind with other 52 state-level high-tech districts. There is a gap between selected typical high-tech districts with urumqi high-tech district by contrast. The proportion of urumqi high-tech district economic output in the 53 state-level high-tech district as a whole is small and the proportion of urumqi high-tech district economic output in the urumqi totally economic output is small too. The present urumqi high-tech district's situation isn't optimistic. Looking for reason, taking measures and catching up are primary tasks now.Secondly, economic growth's main body in the urumqi high-tech district are few big enterprises and most of t enterprises e aren't high-tech enterprise. Though high-tech region is in its elementary stage, it is necessary to attract a lot of non high-tech enterprises entering to promote the development of high-tech district. But lasting just so, it will deviate from its original intention.Last, the number of high-tech enterprises in the urumqi high-tech district is declining by year. Though the total income of high-tech enterprises is rising by year, the proportion of the total income of high-tech enterprises in the urumqi high-tech district as a whole is declining by year. On the one hand, this embodies that high-tech enterprises have high venture characteristic and high profit characteristic, on the other hand, this embodies that the function of urumqi high-tech district is weakening as high-tech industrial base.
