It being the 21st century, the ocean is playing more and more important role in human life. However, the ocean pollution has been a serious problem confronted by the contemporary international society. Both the developed countries and the developing countries are closely connected with it. Analyzed the reason for ocean pollution, it is mainly caused by great quantity of hazardous, noxious substances into the sea, including dumping waste into the sea by people intentionally, marine or coastal operational accident and natural disaster. Therefore, the key to prevent ocean pollution lies in how to stop the people from intentionally dumping waste into the sea through international legislation. And on this purpose, this paper extensively discussed the tendency of legislation on how to control dumping waste into the sea through international legislation, and the countermeasure in china, in order to suit the international society and the development of the economy in our country.
