Study On System Of City Land Repertory

Our country has experienced the f irst important change----transformationof use system of land that was paid since land administration founded in 1986. Since then, land use changed from free> indefinite and infloating to paid^ deadline and f loating. Found of use system of land with conpansation, made value of limited land resource be partly compensated.1997 later, found of land hiving system may be another important change of land use system in our country. System construction of land purchase and reserve constituted the seller market of city land existed, advanced the change of land use way, adjusted and controlled land market, stimulated economic development; accommodated a huge 歶m capital needed by reform of enterprise, and made land become the backer of reform of state梠wned enterprise indeed.My program discussed the necessity of establishing urban land purchasing and reserving system by land property, our land resource' s using present situation and city development. In some cities we have made experiments and get better effects, which explained the possibility of establishing urban land buying and reserving system. Refering to foreign experiences, I analysed the operation pattern of current land repertory, made optimization mode, at last analysed the problems existing land reserving operation and made corresponding methods.Land purchasing and reserving system construction is becoming a new start point of .reform of land use system and reform of land management, and every experiment 梪nit has get better effect. So the study on system of land purchase and repertory from theory to practice, will have theoretical guidance and realistic meaning to our large and medium-sided towns where we will carry out land purchasing and reserving system.
