Studying On The Adjustment To Hebei Province's Supporting Industry And Its Growing Way

In the industry economy theories, most of the studies do not put emphasis on uprionmg industries but the leading ones. Actually their status and functions are not equal in the industry system, and their conceptions and features and obviously different. Firstly, this thesis systematically analyzes the features of supporting industry, and puts forward the selecting standards and evaluation index system. The features of the supporting industry are as following:1 .Having a high percentage of GDP in region and having a big contribution rate to the development of regional economy .2 Being in the maturcperiod of industry life span, having gi'cal infiuence ?.nd mductivity . and having the strong driving power to relative industries.3.Growing stably in a long period.4.Needing more capital and technology in their operation.Accordingly, the selecting standards include contribution rate standard, growth stability standard, guiding effect standard, competition standard, which are all quantificational indexes. After evaluating Hebei's previous supporting industry with this index system .we can find these industries can not continuously supporting the development of Hebei's economy .Therefore, they shovild be selected and adjusted according to the standard of national industry classification. The previous supporting industry .including chemistry (rnedicine-making)industry. building material (building) industry, metal smelting industry. mechanical(automobile-making)industry, foods making industry .should be changed to black metal smelting and pressing industry, foods and drinks making industry, medicine making industry, chemical material and products making industry, electrical machine and material making industry so as to correct the industry-policy.What is more important, we also need to optimize the way to develop the supporting in Listry. and make their innovation system. As the innovation mechanism includes technical innovation, management innovation and market innovation, the industry innovation system can be divided into technical innovation sub index, management innovation sub index and market innovation sub index. Considering the target function of the industry growing effect, we can draw the innovation system valuing model, which is solved by the pattern recognition method, including neurons networks, and heredity algorithm. After analyzing the innovation system samples, the thesis presents the judging model to recognize the samples character, and determines the importance order of all innovation sub indexes .Consequently .it draws policy suggestions to improve the development of Hebei's supporting industry .
