Thoughts On Establishing And Perfecting The Transfer Mechanism Of Rural Farmland Management Rights

Farmland is the fundamental productive factor of agriculture. Rural farmland is a matter of overall importance and has ak ays been a focus in C hina' s riral issues Far idand issue has also been an important one to determine the will of the people. Therefore, a proper settlement of this issue is closely related not onty to farm ers' basic interests, but also to riral cerall economic development and rural stability. Second, it points out that in order to meet the requirements of socialdevelopment, leading organizations of all levels should attach the importance of further rural reform to perfecting land contract system, to stabilizing the household contract responsibility system. They should fjirmly hold to the principles of going by laws, paid labor, and voluntariness, and enthusiastically establish and perfect the transfer mechanism of rural farmland management rights, so as to realize the diversity of transfer forms, the standardization of transfer procedures, the rationalization of transfer compensation, the dynamic transference mechanism and the scientific transfer management. That can facilitate reasonable disposition of land resources, thus ensure a steady, stable and sound development of the rural economy.
