The Transfers System Of China

The thesis of this paper is the research on the reform of the intergovernmental transfers system with the methods of normal analysis and event analysis. This paper objects to make the block grants transfers system of the finite income - expenditure equilibrium.Under the restriction of the unfixed market economic system, in the future, the total solution of the reform to convert structure in large scale, then gradually enlarge the scale of the transfers with the factor allot, at last establish the system of the normal transfers fitting for the object models. This paper conforms to the context of the theory analysis, international practices comparative, and object models and counterpart policy.This paper includes five chapters:The first chapter illustrates the basic theory of the connotation, theory reference and the types and so on to prepare for the research on the whole project.The second chapter is the history and the contemporary of chinese transfers, emphasis on analyzing the existing problems in the current transfers system. The third chapter gives some experiences and enlightens with the international comparative analysis on the transfers system countries, these experiences and enlightens will benefit our reform of the transfers system. The forth chapter puts forth an object model of the reform of the transfers based on the above analysis and with the contemporary situation of our country. The core of the object model is to establish a transfers system of the finite income - expenditure type of the equilibrium grants ant the special grants in order to realize most basic public service level and to strenghten the central macro - control. The fifth chapterbrings forth that the objc reform model' s realizing must depend on the reform of the market economic system under the principle of the gradual promotion. It must convert the contemporary construction in large scale with special characters in our country. Finally this paper gives the feasible policies, suggestions and detail counterpart fitting measures.
