Ningxia Rural Urbanizing Developing Strategy

It is a strategically important task of economic structure modification to accelerate the rural urbanizing, and also it is an approach to solve the various conflicts of the economic and the social development. Ningxia has built up the embryonic form of rural urbanization since the reform and the openness, so it has established the base of agricultural and rural economic modernization. In the view of overall at present , the development of the towns in Ningxia is not match with the rural economic development and rural urbanization. The scale of rural towns is comparatively small. The basic construction of the towns and the system of management are still undeveloped. The development of the mountain region is not balanced with the plain region. These problems restrict the developing of Ningxia rural urbanization. How to grasp the historic opportunity of " the western developing " and the strategically modification of economic structure, how to speed up the urbanizing of Ningxia according to its reality, and how to decrease the deference between the town and rural , is an important task of Ningxia for its rapidly, healthly and commodiously development of the economy and social during the new century. By studying the history, the reality and the experience of the domestic and the international urbanization, by analyzing the advantages and the problems of Ningxia urbanizing development, by applying the theory of economic spatial structure modification, and the theory of growth centers, also the theory of function-region integration, the paper proposes the idea that " one core and three grades" and " the three regions and four grades " as its improving strategy. Its main contents is as follows: Yinchuan plain , the neighbour area of railway and highway , the southern mountain area are the so - called three regions. Their urbanizing strategies are made differentlly. First of all, Yinchuan city should be prepared as the core - city for leading Ningxia urbanizing, especiallythe rural urbanizing. Second , the city of Wuzhong , Guyuan and Zhongwei should be built as the secondary core - city. Third, the towns of counties and the rural - center towns identified by Ningxia Government should play a very important role of the rural urbanizing as the major field. Fourth, the common rural towns should be encouraged to be the service center for native farmers. Herewith , the paper explains the target , thinking , task and power referring to the succeed of Ningxia rural urbanizing , and gives the suggestion of the relevant policies and strategies for improving the productivity spatial distribution of Ningxia , so as to accelerate the integration of the town and rural.
