| Along with entering into WTO, our national building market will gradually enter into international building market, and it will be increased that Chinese companies partcipate in international tendering for engineering, but the time is short in the aspect of taking up international biding of engineering and we study litter, so the quotient of our country in the international engineering market is more low. Despite the tendering for international engineering is complicated , and the risk of it is very big, but the international engineering is much to manage with the international tradition proceeding engineering, much proceeds to bid with the useful modes, and the certain regulationing can be followed. This thesis, according to the writer's bid experience, combining to the present condition of tendering of our country, comparing with biding of national engineering, and attaching to the cases of the engineering biding , is divided into six parts to be deeply deliberated.In the first part, the convention, procedure and characteristics of the international engineering are systematic dissertated. It is emphasized on dissertating the characteristics of it and expatiating the differentiation between international engineering's tendering with the local engineering's tendering, and is beneficial to quickly know the procedure and characteristics of the international engineering 's tendering.The second part completely discussed the important procedure oftendering for international engineering-compiling of tender. In thebeginning of the outer circle work of compiling of tender, it is discussed contents and notes about investigate of the project and in the site, the market condition .price, mode of investing and competitor, and is dissertated the way of the selection of cooperation. Then, detailedly developing the process of compiling of the tender, which is divided into two parts-business and method statement. The part of business is divided into quotation and business to be developed. In the aspect of compiling of method statement, it is emphasized on dissertating contents and notes about construction schedule and construction scheme. Finally, it is synthetically discussed problems noted in the process of tendering for international engineering.The third part, is systematic dissertated the core problem about tendering for international engineering-compose and calculation ofquotation. It is compared with calculation of national quotation, divided into direct cost, indirect cost, risk and profit to respectively analyzed. It is developed the items included in the every cost, defined calculation methods and notes for every item, combined with example to elucidate.The four-part primarily discussed the quoting technique, strategy and art. Combining to the actual conditions of tendering, first, it is analyzed the quoting technique in the whole project and the unit price' s quoting technique in the same project. The next in order, establishing analysis models for quotation strategy on the basis of Probability Theory, synthetically analyzing quoting strategy to be adapted, regarding offer as the research object, taking classification on the basis of the quantity and understanding degree of the circumstance about competitors. Finally, synthetically analyzing four kind of primary quoting arts in the tendering for international engineering.The fifth part, primarily discussing the bidder's management in the tendering for international engineering.
