The Social Environmental Cost Study Of Zhejiang Industrial Pollution

This paper takes the social environment cost of industrial pollution as research object. Through the calculation for Zhejiang province industrial pollution, the article have made the viewpoint of social environmental cost standardization to promote the extensive application of clean production and eliminate the environmental influence caused by industrial society as possible, applying the theoretical thought of environmental economy. The environmental problem then will be solved thoroughlyand sustainable development will be realized in deed.Arrangement and the major content of article include:Chapter 1: Preface. This part expatiates the importance of coordinativedevelopment of environment------economy , as well as the huge damage thatindustrial pollution causes. It has analyzed the outstanding problem that existing management method has , and elaborated arrangement and major content and the research meaning of this paper.Chapter 2: Social environmental cost measurement frame and method. This chapter has made the concept of social environmental cost, and elaborated its method of measuring and measure frame theoretically.Chapter 3: The appraisement for some of domestic and international typical researches. In this part six investigations about china are appraised, and finally reach six conclusions, aiming at their research result, data, parameter and method etc.*Chapter 4: Demonstration analysis ---- the calculation of Zhejiangprovince industrial pollution loss. Calculation is divided into three parts, including waste water, waste gas and solid waste pollution. But there are still lots of pollution sources, and the results are also complex. Because of the limitation of existing data and inspection condition, we can only make parts of them. But its result can be regarded as the value of lower limitation of social environmental cost, It not only has reflected the damaged level of industrial pollution, but also has confirmed that social environmental cost can be calculated.Chapter 5: Discussion of social environmental cost standardization mechanism. This chapter have made the concept of social environmental cost standardization and redefined environmental resource. It Has expatiated th theoretical bases and realization method of social environmental coststandardization. What' s more, this part has designed theoretically a realization system, including government and enterprises. That is, enterprises establish independent environment account, and the government' s relevant departments take corresponding audit means and environmental inspection means and decide environmental price through market and ecological method etc. Passing through such this system we will realize sustainability development eventually.
