Human resources have subsided the strategic places of material resources in modern enterprises .It is essential for the enterprises to motivate the employees and use their potential capabilities . China has proposed modern enterprises system as the aim of stateowned enterprises transformation .The incentive mechanism adopted by stateowned enterprises today can't meet with the changing needs. One of the most important reasons is that there haven't effective methods to appraise the employee's performance.On the ground of extensive research into various references and onsite survey into some real industries,this article analysis the major existing weaknesses of the incentive structure in the stateowned enterprises,such as increasingly weakening material incentive measures ,awkward incentive constraint structure to industries managers. This paper starts with a systematical theoretical analysis and introduce the common problems existing in incentive mechanisms. Based on the abovementioned analysis,this article presents an more effective methods to measure the employees' performances applicable for all enterprises ,then gives some examples for it.
