Research On Policies Of China's Promoting The Private Self-employed Individuals Economy

In the past twenty years, Chinese economy development has been growing with a striking speed. One of the main reasons for this is that the private self-employed individuals economy became one of components of the national economy. In the coming century, to maintain the high speed development China can't ignore the private self-employed individuals economy. Since the opening up and reform, the composition of Chinese social strata has changed to some extent. China will need the overall cooperation with all social members including the trades from industry, commerce and the private enterprise to build Socialist Cause with Chinese characteristics. At present, compared with the state-owned economy, the private self-employed individuals economy is more immature and vulnerable and its policy environment is liberal as well. In comparison with the state-owned economy, the researches on the private self-employed individuals economy are less intensive, which made it lacking in the support and instruction of the economic theories. To realize the government administration on the shift from the state-owned economy to the diversified ownership economy, and maintain the continuous fast and healthy growth of the national economy, China need to strengthen the researches into the private self-employed individuals economy, so as to realize the fair competition and joint development among the economies with deferent ownerships.The article is divided into six chapters. In Chapter One is the definition of the basic concept of the private self-employed individuals economy. In Chapter Two is some inspiration drawn by reviewing and analyzing the relevant theoretic policies in and outside China. The inspiration is helpful to researchfurther the concrete policies on promoting the development of the private self-employed economy. In Chapter Three the author analyzes the private self-employed individuals economy from the angle of the fairness and efficiency, and explores the awareness of it. The author thinks the private self-employed individuals economy has its efficiency, but at the same time also has its duality, that is to say, its development has a tendency to unfairness and fairness. In Chapter Four are the analyses of the position and function of the private self-employed individuals economy in the whole national economy, the existing problems during its developing and the new situation it will face. In Chapter Five the writer primarily studies the policy environment, which the private self-employed individuals economy will face, and also thinks its policy environment has been consistently improved but is not appropriate to its fast developing process, it is not liberal enough and also has some problems. In Chapter Six, based on the point of combination of theory and practice, the report demonstrates some policy goals in boosting the development of the private self-employed individuals economy and the principles of making policies, furthermore, presents some operational policy suggestions.The thesis complied by the Deng Xiaoping'theory and the thought of Jiang Zemin' s three presents, based on the comprehensive analyses of the policy theories both in and outside China, deeply analyzes the position, function, existing problems and the policy environment of the private self-employed individuals economy. From the angle of the combination of theory and practice, the writer put forward some concrete operational policy suggestions, which the author thinks are helpful to the researches and practice of the private self-employed individuals economy, especially to the practical experience.
