Study On The Technological Innovation Policies For Industrial Enterprises In Guangdong Province

With the development of science and technology, technological innovations become more important for the development of economies than before. Under the pressures of industrial structure optimization and upgrade, technological innovations become especially important for economy transformation of Guangdong province.The market failures of technological innovations, such as externalities (including external economies, external diseconomies), uncertainties and economies of scale, as well as the Melrose of technological innovations, make it necessary for the government to intervene enterprises' technological innovations. In order to promote the action of enterprises' technological innovations, a properly arrangement based on the realities of Guangdong enterprises' technological innovations becomes increasingly important.For the needs of Guangdong's practice and based on the previous researches, this paper studies the connotation of technological innovation policy. It considers the technological innovation policy as not only the institutional arrangement such as industrial policies, technological policies etc., but also includes the hylic arrangement such as capital, technologies and other public establishments. By studying on the results of investigation on the enterprises' technological innovations, it discusses the problems of Guangdong technological innovation policies and the causes of the problems. As a conclusion, this paper puts forward some proposals to promote the activities of enterprises' technological innovations.
