It is the important measure for the enterprises to absorb, retain and stimulate talent persons, which establish the competitive materialize impartiality and the promoting salary system. For more than 12,000 engineering survey and design enterprises, the salary system is still remained the original governmental pattern. This original salary system has not adapted to the demands of developing for the modern society. Some problems have led to the talent persons lost inside the enterprise and the hunting difficult outside. The paper has given the typical case of Xiangda Highway Design Institute in order to educe the universal problems of salary system in many of the engineering survey and design enterprises. For this typical case, the paper try to improve the salary system of Xiangda Highway Design Institute and give a suit of salary system pattern and thought which can be used for reference by the engineering survey and design enterprises.
