Guangzhou Likeng Waste-to-energy Power Plant

This article introduces the construction preparation course of the first waste-to-energy plant i.e. Likeng project in Guangzhou. Likeng Waste-to-energy plant is one large-scaled municipal environmental protection project financed by Guangzhou municipal government investment and part of foreign government loan. Since the beginning of this project at the end of Year 1993, it has been prepared for totally eight years and the feasibility study report was just approved. Eight years hard work with so many difficulties by five times changing site, two times amending the alternatives, three times changing the design company and two times altering the government loan, and there must exist both internal and external reasons for why a project can be really started after lasting such a long period for construction preparation.Through the careful analysis on the different aspects such as investment environment, economical efficiency, tendering and bidding management,organization mode, construction mode and management mode etc. of thisproject, it is trying to find out the reasons therein mentioned for the delay of this project in this article. From this project itself, we can learn some lessons and accumulate a lot of experiences.
