In recent years environmental pollution in our country gets deteriorated. Although the government has made great efforts to enhance the administrative enforcement of law and spare no efforts to bring environment pollution under control, the result is not satisfying at all. I think this happens due to the insufficient study on problems occurred during the administrative enforcement of law and the low civil participation in the process. In the case analysis of '' focusing on Taihu Lake and acting from zero ground", we find that the effect of such an action called on by the government was greatly watered down, due to the "high power" status of administrative enforcement of law. the popularity of regional protectionism, the negative impact of "administrative managing of economy" and also the shortcoming of the current environmental protection law itself.As we all know that since the late 1970s, civil society emerged in our country and the state-society integration system has undergone some changes. Meanwhile in world society, civil participation in administration had become a mainstream in the functions of modern state. As for environmental protection, the right of environment has been accepted as a basic human right in international society, therefore without widest civil participation in the administration enforcement of environmental law. a satisfying outcome cannot be achieved, that is also the problem facing the administrative enforcement of law in China. This article conies out with the concept of introducing administrative contract first into the enforcement of environment Jaw. preliminarily designs administrative contract types that suit the enforcement of environment law in our country, and probes the judicial examination system of administration contract. And finally it concludes that by adopting administrativecontract, the administrational participation will first come into reality in the field of environmental law enforcement, which will help promote the modernization of administration, solve the shortcomings of legislature, stimulate the value add of state-owned capital, make up for the low competition ability in public service aspect. and improve the efficiency of the enforcement of environmental law...
