The United Nations held the Human Environmental Conference, at which the issue of Trade and Environment was put forward for the first time. Since then,the issue has got extensive and close attention from the international society. Nowadays the environment problem has been one of the significant topics in the field of international trade. The western developed countries set the Green Trade Barriers against the developing countries successively by their superiorities in technology. China is a developing country and often encountered by the Green Barriers due to the low economic level. This has severely cumbered the development of our country's foreign trade.The thesis is aimed at suggesting the measures to counter the Green Barriers. Chapter one is focused on the analysis of the cause of the rise of Green Barriers and its impact on foreign trade respectively. Chapter two mainly introduces the theory of externality: the theory of externality including Pigouivain Tax and Coase Theorem. Chapter three concentrates mainly on the countermeasures against the Green Trade Barriers from the view of government and enterprises respectively.The following is the major viewpoints in the thesis: Green Barriers is taking the place of tariff and other non-tariff barriers and becoming popular, which can be attributed to the factors of society, economy and the internal features itself; The fundamental reason of environment deterioration lies in the environment externality instead of free trade; To break through the Green Barriers, the government should make efforts to develop the industry of environment protection, the system of charging the polluting and the transaction of polluting rights. Meanwhile the environmental diplomacy should be practiced. With regard to enterprises, they ought to carry out the green marketing strategy and apply to the authentication of ISO14000 and Environmental Labels.
