When the time of knowledge-based economy ages come,labor resources has become the most priceless wealth of any crops. Especially,after our fatherland obtained the entrance to the WTO,many state-owned company has to face the severe challenge that excellent labor resources is losing . In the former period of entrance to the WTO,it is the management IT> foreign language or trade person that are decreasing. In the middle time of the entrance,the modern scientific and technological exports,new type of master is becoming the object that many multinationals lure,while some of famous universities and colleges' experts also face many choice. If state companies want to attract wonderful labor resources,it is necessary that state companies regulate management mode in labor resources.State-owned enterprises' management must regard the personnel innovation and assignment regulations as a base. The work principle and requirement is:through,detailed publicity;ideas-politics work;leading employees to convert their ideas and to enhance knowledge;introducing competitive mechanism. The innovation scheme must be right,justice,reasonable,in the same time,adding transparence. We must bravely practice,seek after all different ways of innovations and also gain actual effect. When important innovation measures involved employees' profit comes on,we need to hear earnestly the suggestions that was modern forward by the soviet,maintain employees' legal rights,and insure something-social stabilization and production-management normal function.The goal of three items of state-owned enterprises regulation innovations is that deepening three items is considered as one of need condition upon which modern companies is based,and that assignment regulations which could enhance employees' enthusiasm,and which is adopting to socialistic market and modern enterprise systems is building up,also that management,employee and income changing system comes intobeing quickly.In the first,setting up personnel system,1,adjusting corporation structure. 2,canceling corporation ad ministerial level. 3,carrying out competitive engagement. 4,reinforcing seeing about management.In the second,establishing choice excellent employee system:1,ensuring self-determination rights. 2,regulating working contract system. 3,optimizing working organization constructor. 4,pushing mount guard system. 5,intensifying interior labor management. 6,hunting and allocating superfluous employees. 7,perfecting employees' train system. Finally,establishing floating earning and free personnel system:1,implementing distribution according to work,priority to efficiency,giving attention two or other distributions. 2,reforming wages determined system. 3,consummating internal distribution wages. 4,according to market measures to accommodate earning distribution. 5,adjusting the income structure. 6,plotting out the inspiring and distributive system which is adapted to professionals. 7,perfecting distributive wages to management and rendition exports.The three items of state companies innovation must take for person with ability as standard,build up a set of competitive,stimulant,restrictive system and modern enterprise mechanism. Only this state-owned enterprises can be capable of confronting the challenge after our motherland enter into the WTO,and be able to deposit invincible position.
