The text has studied our country construction project tendering system coming into being,developing,and its function mechanism and characteristic. After having analyzed international construction project tendering modus operandi,the text points out the mainly aspects we should make great efforts on:One is to improve the management system of construction project trading markets;the other is to standardize enterprise's behavior to consummate construction markets;the third is to reform our construction project pricing mode system.The first aspect is to neaten construction markets:1 consummate each codex and rule system 2 construct construction markets to push tendering system 3 strengthen management construction units 4 reform and consummate enterprises aptitude management and constitute strict construction markets admittance and eliminating system 5 propagandize and carry out low and code and compulsory criterions to insure project quality 6 work up via competition forming price system and construct assurance systemThe second aspect is standardization of management of tendering system. This part mainly includes four aspects:One is to enhance construction project venture management and to push project assurance system. After entering WTO,our country's enhancing project hazards management and pushing assurance system is very important. The text points out some suggestion. The second is contract and its hazards management. The text has introduced nine forms of contract and FIDIC contract's disputes and counterclaim's solving methods. The third is bidding document standardization management. The fourth is to develop tendering and bidding agency.The third aspect is to reform current project price system and to engender market forming price system. This part has researched into our construction project price system and its disadvantages. Pointing out to carry out project quantity bill quoted price and to push enterprise ration establishment and development. The advantage of carrying out project quantity bill quoted price is the right of making a price vest in enterprise,and in the end price is formed by the market.
