With the standardization and professionalization of the administrators in village, the system reward and penalties to the administrators has been more and more unfit for the needs of new situatioa The administration in village is mainly mental work. How to analyze it efficiently just like analyzing physical work has been a problem needed to be resolved urgently. This article refers to the studies of administration and the discovery of establishing the system of reward and penalties.The author thinks that the administration in village could be analyzed by the way of FJA (Function Job Analysis) because of it covering many fields and having complicated content Then it confirms diathesis, intelligence, ability, responsibility and achievement as factors of reward. On the base, we can analyze and study them and confirm 58 values. Then we draw out the evaluation content respectively from leader work, economy work and social work and assign ratio, confirm evaluation method In practice, we pay administrators basic wages depending on average net income per farmer in the village when they get values, and we give extra wages depending on surplus values. In addition, we draw a certain ratio of the surplus of collective economy as reward and divide it to administrators depending on evaluation values and a certain ratio. From above, we can make the system of reward and penalties in village more objective, standard and quantitative.
