Service expiration auditing (SEA), is that the government auditing agencies conduct audits of the financial statements of official organizations or state-owned enterprises to supervise the facticity, legality and efficiency; to evaluate the situation of self-discipline and incorruption during the officials' terms of service.While SEA has positive effects on defending the law and discipline, there does exist pointed problems in practice :1) Difficulties of evaluating officials' economic responsibility. The special posts and integrated duties make their economic responsibility complex.2) Auditors have great influences upon the quality of auditing due to their individual performance, moral fortitude, and working capability.3) Poor institutionalization of SEA; Lagging audit allows leave-now-audited-later practice which undermines supervision functions.4) Opaque application of auditing results. Non-transparent results and criterion deficiency weakens the combination of auditing supervision with masses surveillance, and does harm to publishing just and objective audit report.Solutions:1) Make sure the functions and targets of SEA.2) Auditing varies with officials in different categories.3) Strengthen auditing bodies to alleviate scarcity of human resources.4) Establish indicating system of SEA. Indicating items based on characters of different regions help guide and weigh auditors' work.5) Abide by both leave-post auditing and at-post auditing.6) Establish and perfect quality control systems, e.g. responsibility system, check and review system, system of overall leadership by chief auditor, etc.7) Regulate procedures of SEA. Auditors must observe auditing procedures and requirements when auditing, and publish reports independently.8) Improve the relation of SEA and regular financial auditing.The study suggested some measures to overcome the barriers as following.1) Amplify laws and regulations, esp. make complimentary rules to observe and keep records well documented.2) Ensure effective laws and proper enforcement.3) Auditing procedures must be handled to the letter.
