The World Trade Organization And Global Public Goods

Global public goods(GPG) is the goods that benefits more than one group of countries' people rather than one country or one generation, and meets the needs of the present generation without compromising the ability of future generations to meet their own needs. To make sure the optimum supply of GPG, cooperative collective action among countries is necessary. In the high transaction cost society introducing GPG to study international institution and to reduce transaction costis feasible. It is a kind of "trial and error" to analyze WTO from the point of GPG.The thesis takes GPG as the starting point. The focus of the research is to discuss the WTO and its related issues in details. It is the paper's main body, and it is also valuable for us to research other international organizations and to consider international system arrangements and international cooperation. It follows the course of public goods, GPG, WTO as GPG, related issues of WTO, and how to face the WTO as the GPG so as to China.The structure of the thesis is the followings: In the first chapter, it points out the theoretical and practical background, summarizes the research contents of WTO and GPG, and indicates the research areas and research methods. The second chapter is the analysis of GPG and its theory. The paper summarizes the characteristics, classification and theory development of public goods. On the basis of the limitations of public goods, it expends public goods to open economy and to create the concept of GPG. Then, it analyzes the definition, features, classifications of GPG, and discusses the provision problems, including the main body, methods and collect capital principles, excellent provision and efficiency. The third chapter is the WTO as GPG. It analyzes the characteristics of the WTO as a GPG from three aspects: the WTO is GPG, public goods characteristics of WTO, club goods features of WTO. The fourth chapter is the related issues of WTO. It regards WTO as a whole from the point of view of GPG, concluding its related extent issues. Then, it studies the efficiency and equity of WTO, and analyzes its function failure. In the conclusion, it suggests that China should know well of WTO, play the proper role in WTO and take effective actions in the future.
