It is a public nuisance to socialism market economy nowadays.The competition policy plays a fundamental role in W.T.O. rules. It based on principle Most Favored Nation Treatment, principle National Treatment, principle Free Trade and principle Transparency. It contains promotion of an open market, provision of fair and equal business opportunities to every participant in the market, transparency and fairness in regulatory process, promotion of efficiency and maximization of consumer welfare, prohibiting state trading enterprises abusing monopoly power, carrying out competitive safeguards, allowing violation-complaint or non-violation-complaint and so on. In a word, the competition policy of W.T.O. wants fair play and the equality of national enterprises and abroad enterprises. According to requirements of W.T.O. and China's promise, we should carefully fulfil obligations on time. After China's accession to W.T.O., our first mission is opening the internal market according to the competition policy of W.T.O., and building a equal competition structure of national enterprises and abroad enterprises. The administrative monopoly which is common in China nowadays destroys the equal order of competition and conflicts of the principle Most Favored Nation Treatment, principle National Treatment, principle Free Trade and principle Transparency of W.T.O., which will be bound to bring serious consequences to the integration of China's economic system and W.T.O. rules.In the present stage, according to the competition policy of W.T.O. and based on the condition of our country, we should normalize the administrative monopoly step by step in two ways: one is normalizing the behavior of monopoly, the other is prohibiting the administrative monopolist abusing the power of administration.
