It requires that the administrative system and behavior style of the government should be in line with the international regulations. So the reports of the 16th Party Representation Convention have raised: "transform the function further, improve the managing style, pursue electronic government administration, raise administration efficiency, reduce administration cost and form the administration style which has standard behavior, runs coordinately, and is fair and transparent, honest and efficient". After four times organization reformations since 1980s that suited the democratic politics and market-oriented economy, the understanding of the government functions becomes deeper and deeper, and almost reaches common, that is, the basic functions of the government are economy adjustment, market supervision, social management and public service.As one of the major functions in the condition of market-oriented economy, the aim of market supervision is to build and maintain good market-oriented economy order. After we entering WTO, the international and opening degree of domestic market is sure to deepen further, and the requirement for standardization of market competition environment and market supervision becomes more and more high. The new development of our market-oriented economy is sure to require market supervision departments, in order to establish and maintain good market environment, to understand and master thoroughly the difference between the elementary rules of WTO and the market supervision laws in effect in our country, to establish and improve the market supervision law system which is linked to WTO, to extend the field of market supervision to all kinds of markets of market system, to supervise wholly the subjects of all kinds of markets at the time of activities such as entering and existing of market, market competition, market changes, and so on, to reform and improve market supervision system further, andto blaze new trails in market supervision system, styles and ideas.
