Since 1990's globlization has become an important trend in law and many aspects in social life. From the point of view of law-reformation or the modernization of law, the globlization of economy will certainly bring about profound historical reformation and mode replacement in social legal system. This challenge is also in front of the laws in our country. Along with China's entrance of WTO, the defects of our anti-dumping law will become manifest increasingly. On November, 26th, 2001, our country introduced another law——"the Regulation of Anti-Dumping in the People's Republic of China", in which deminished the relative rules concerning anti-dumping in the"Anti-Dumping and Anti-subsidy Regulation "of 1997. This statute's appearance is the result of consulting relatively perfect law of overseas developed countries and WTO. It indeed made great progress, compared with the former ones. However, further improvement should be made in many aspects in order to achieve better protection for the development of our country's industry. I think it is necessary to revise it because our country's anti-dumping law has many defects. We should ponder over the following aspects when we vigorously engage ourselves in the revision of anti-dumping law: 1. Enhance the"grade "of anti-dumping law. 2. The perfection of outfit laws. 3.Go a step further at clearing and standardising anti-dumping investigation procedure 4.The establishment and perfection of anti-dumping lawsuit system..In a word, anti-dumping has a dual character. On one hand, it can prevent dumping and achieve the purpose of fair trading. On the other hand, it may be abused and become another kind of non-tariff barrier. We should revise and perfect the legislation of anti-dumping law of our country according to the relevant provisvions in the WTO. Only by doing so can we fully protect the domestic enterprises in our country and let them emerge into the development of world economy.
