Research Of The Project Clearing And Payment Management And Software Development

In our country, the costs of some construction projects are out of control. One of main reasons is the lack of effective cost control management system. On the basis of analysis on the fundamental theory of project clearing and payment management process, combined with information technology, the software PCPMS (Project Clearing and Payment Management System) has been designed in this paper, which involves the whole payment and balance process and partial pivotal contents of cost control. Firstly, the process on setting up cost plan is discussed in details after comparing the main existed cost code system, the paper then presents project disjoint and code system, which is needed for the programmer. Secondly, based on the theory of dynamic control theory, the meaning of five steps for cost control is analyzed as well as the points to pay attention to in respective steps. Thirdly, the author researches the FIDIC (1st edition, 1999),and then conclude all kinds of usual styles about payment and Clearing on medium and final term. At last, the paper states the function designing process of PCPMS in detail. The PCPMS applies Delphi6.0 and SQL Server 2000 as designing tools and windows as exploring circumstance. The software can manage payment and balance regularly and dynamically, therefore attains the aim of cost control. So it is elastic, convenient and applicable.
