China became a member of WTO (World Trade Organization) on December 12 2001. This is means that china can not only share the basic principles and rules equally, but also take on the obligation accordingly. It will open completely in a short time, which will make not only the Chinese bank but also the supervise of People's Bank of China fell huge opportunity and serious challenge. Therefore how to enhance the supervise level of People's Bank of China has became a serious problem.It is high considered as a bar center study for the paper that how to built a modem model for the supervise suiting for the international rules, how to improve the stabilization of bank industry, how to fit our reality nation conditions, how to suit for the development demand of modern bank industry. The present paper consists of four chapters. Starting with the present situation in the banking industry in China, the first chapters discuss the current problems that have occurred after the entering of WTO. The description in the four chapters aims at providing a basis for the study of these problems. The fourth and fifth Chapter is the key part of the paper, or the focus of the study.Firstly, by analysis the present situation of the banking industry in China, "The basic framework of the Chinese banking system" includes the framework system, the capital structure, the division and monitoring of the business. "The opening-up of the banking industry" includes the transformation of the institutional structure, expansion of business, division of the market and the constraints on those who are operating in China and benefits they enjoy as super-nationals. "The nature and fundamental principles of WTO" discusses the basic principle of WTO, while "the commitment of our country after the entry of WTO" describes the arrangement for the opening-up of the market by the Chinese government. This chapter discusses the difficulties in and measures for the transformation and reform of the Chinese banking system, problems that exist with small-scale financial institutes, and improvement of the external environment.Secondly, WTO bring not only advantages but also disadvantages to Chinese banks. The description includes two aspects: advantages and disadvantages. Advantages include the institutional network, retailing business, number of customers, settlements and payments, and cultural environments. Disadvantages include monetary strength, potential income, business and management mechanisms, attraction of quality customers, competition of personnel, and competition of service and products.Thirdly, through the analyses of supervising strategies for the entering of WTO, the author put forward the ways to form the correctly ideal includes: the setting up of the monitoring goals, the formulation of the monitoring principles, the expansion of monitoring areas.Fourth, The supervising strategy is being formed. This chapters deals with the setting up of the monitoring goals, the formulation of the monitoring principles, the expansion of monitoring areas, the readjustment of monitoring focus, the change of monitoring methodologies, the improvement of monitoring strategies and the updating of the monitoring system. These aspects are discussed at relative length in this chapter.
