The studies of the HR theories are becoming more and more perfect. But in the practice of the these theories, some enterprises have got a success while others confronted a failure. Why? Through many cases, you'll come to realize that the success of some enterprises lies in a skilful blending between the HR administration and the enterprise culture and in a flexible control of the employers, for they have their own demands, ideas and view of value. So when the enterprise strives to seek for a maximum profit which it is the employers and not the machines and the buildings that make, it is a question faced by the HR department how you blend the profit of the enterprise and the demand of the employer. The buildings and machines and the rules and regulations can't solve the problem. It is something invisible, that is , the core of the enterprise culture that can answer it. This core is the view of value, the fundamental ideas and the shared vision of the enterprise. Only the unanimity between the view of value , the fundamental ideas and the shared vision of the enterprise and those of the employer can bring the personal demands and the enterprise's profits together, especially for the joint venture. So, this paper tries to explore that the key to the success of the exploitation of the joint venture lies in the fostering and forming of the enterprise culture through the exposion of the successful and the failing cases of enterprises, the explanation of the various theories and practice of the human resources, the exploration of the relations between the human resources and the enterprise culture and the comparison of the different culture models. The human resources are the support of the enterprise culture and the latter is the soul of the former. So if the joint venture wants to succeed, the bottleneck is to foster and form the enterprise culture.
