To develop industrial agglomeration is an effective way to reinforce a country or a region's competitive advantages, thus it is of high theoretical and practical applying value to study inner economic laws of high and new tech industry (HTI), to endeavor to explore the practical value of applying industrial agglomeration theory in China, and to seek China's competitive advantage of HTI out of this new kind of organization form among enterprises.The paper starts with analyzing competitive advantages of HTI, and then comes to the source of these competitive advantages, and also their forming mechanisms and outside forming conditions. Secondly, it explores the practicability of building HTI agglomeration under government leading and studies on the status quo of China's HTI development area, holding the view that a few HTI development areas which have some rudiment characteristics of foreign HTI agglomeration still not form a genuine HTI agglomeration. Finally, it proposes that to consider the construction character of HTI simply from government policy perspective is insufficient, while advances strategy countermeasures to develop China's HTI agglomeration and provides fundamental operation thoughts for its construction.
