The traditional research on the business incubator is emphasis on the role of the business incubator acted in the whole macroscopic enterprises supporting system, but it neglect the importance of the inside operating model of the incubator. It is similar to the research of the neoclassic economics on the firm, which look the firm as black box. This paper makes an attempt to design a new efficient inside operating model to open the black box of business incubator.Acting as the platform where the new-bore enterprises obtain all the competences (resources) they want, it requires that incubators must improve their quality of hatching services and maintain their own development. To do so, the incubators have to work as a real enterprise. Proceeding from this, the paper restructures a new operating model based on the theory of the customer relationship management. It includes the following main parts:1. To draw up the reasonable strategy, which is in conformity with the external environment.2. To design the scientific service procedure to decide which enterprises should be selected and which should be rejected, and using the methods of MGDM and AHP to classify the enterprises into different groups.3.To restructure the operating flow and using the internet to deal with the different groups enterprises hatching services for the purpose of the scale economyand keeping the work full of flexibility.4.To choose a series of criterions to value the working efficiency of the business incubator. Those criterions are selected according to the method of balanced scorecard evaluation to keep the incubator working along the limited strategy direction.5. To draw up the comprehensive standards to make the graduating enterprises full of energy.
