Shan-Bei Region has longstanding history and rich natural resources. But, its economy always advances slowly and falls behind, it has the most poor counties in our country. Which has been binding the development of the whole Shannxi province's economy. How to make good use of the well-known three dominant propertiesQ in Shan-Bei Region by rational distribution arrangement of its products, has been becoming the most urgent thing during the comprehensive development of Shan-Bei Region' economy. The prompt advance of leading properties can drive the development of the whole Shan-Bei Region's economy forcefully, and at the same time, can form a economy development model which not only has regional characteristic, but also is accord with the state industrial policy.The research is based on a provincial soft sciences project with the same name. A series of strategies and measures of Shan-Bei Region's three leading properties are made systematically and scientifically on the realistic region situations and social economy surrounding. The result of this paper would provide scientific decision methods to provincial, municipal and local governments. And it would help Shan-Bei Region find its own way of economy development, plan industial development reasonably on its natural economic and social conditions, and strengthen its regional system function to make Shan-Bei Region's economy develop healthily.On the investigation and analysis of the development present conditions of Shan-Bei Region's three dominant properties, the research of this paper seeks the optimum developing model and way of Shan-Bei Region's leading properties actively. An extension decision model of Shan-Bei Region's leading properties is established with the tool of Extension theory. The key tactics assemble of Shan-Bei Region's dominant properties is gotten by extension decision analysis. The tactics in the assemble whichneed quantitative analysis are described and realized with the tool of goal programming. And, at last, the optimum planting structure of Shan-Bei Region's leading properties is settled with a kind of improved linear programming transportation model.Extension decision is a new decision technology which uses the extension method. Our national scholar Cai Wen brought the theory forward in 1992. Nowadays, many Chinese scientific research organizations and scholars are going step further in the study of its theory and application. Overseas, only in Japan an American are there few scientists just beginning to study this theory. In this paper, extension decision is applied to analyzing the problem of regional industry development for the first time, expected to do some good to the basic study and application research in this field.
