The problem of credit loan is the important obstruct factor in SME developing. The cause of loan difficulty is many - sided, such as the defection of currant financial system, the scarcity of policy -character finance and some preferential treatment, the poor credit of SME. The critical reason is the scarcity of credit - guarantee capacity in SME.Through investigation in Shenzhen, we found that there are some problems in SME credit guarantee: Banks are very strict with mortgage assets. Only Buildings and right of land use can be mortgaged, the other assets cannot be mortgaged for loan. SME have a little scope; have small quantity assets and lack of valid fixed assets, which affect the mortgage and guarantee capacity for SME. SME have problems in financial system and credit construction. SME have difficulties in obtaining external credit guarantee from other institutions and enterprises. The above - mentioned directly affect credit guarantee capacity and SME cannot obtain bank loan. To solve this problem, we can use the experience of other countries for reference.The foreign government establish policy - character financial system to support SME. It gives help in staff train, technology support, circulate funds and tax policy. Especially the foundation of SME credit guarantee center (CGC), it supplies guarantee to SME credit and makes SME easily obtain bank loan.To solve problems in SME credit loan, we should start with three aspects: Government should establish policy - character financial system step by step. Bank should develop diversified mortgage loan or collateral loan program. SME should intensify credit construction and improve credit level.
