New Economy is one kind of the Knowledge Economy, characterized as networking, globalizing, high-risking and motile. Persons do not care about it when it first presented at the middle and later period of the 1950s. By me 1990s, the New Economy has begun to attract expensive attention with Ihe miracle of 117 months of sustainable sound rapid national growth, along with the low unemployment rate and inflation, which owing to the rapid growth rate of the Economy. However, persons begun to doubt that if the New Economy has run to the end with the decline of die New Economy in the new millennium. As a result, it is very important to go deep into and discuss the development, movement and affection of the New Economy.As a wholly new economic conformation, New Economy has induced transformation of the society, marked as powerful individual computer, high-speed long distance communication and internet It made all economic layers in the stage of revolution and also behaved prominently that knowledge element has been one of the most important economic resources and the modes of manufacture organization, market organization etc. At this new circumstance, multinational corporations are sure to be affected by the New Economy and the foreign direct investment is sure to show a lot of new points too.Moreover, as the largest developing country in the world, China has established policy of Reform and Opening up to the outside world, and policy of absorbing foreign capitals in the late 1970s. Through more than two score years' development, China has gained prominent achievements in the field of absorbing foreign capitals. Looking back on the development of foreign investment of all these years, we could find that from 1980s to the early 1990s, capitals from Hong Kong, Macau and Taiwan are the main parts of foreign investment in China, while after the mid-1990s, investments from multinational corporations (MNCs), especially those from America, have developed rapidly,. Besides with the wild application of the information and other high-tech technologies, New Economy has entered ChinaFirst, this article has compared the difference between the New Economy and the traditional industrial economy through the description of the intension and characteristic of the New Economy. Based on this comparison and the introduction of the New Economy in America, I draw the first conclusion that the New Economy has not run to the end and the decline in new millennium is just one part of the economic circle of the New Economy. Secondly, it analyzes the change of the American multinational's FDI into China through the analysis of the affection of New Economy to the American multinationals. Finally, tfiis article puts forward the countermeasures and suggestions for this situation.
