High-tech industry has an increasing economic status at present. High-tech industry, which is oriented by leadership and relevance, has been the key industry in Chinese national economy and results in the development of relative industries, so it promotes economic development and comprehensive national power tremendously. After entrancing WTO in 2001, Chinese enterprises must compete with external companies abiding by the same rules according to the international practices. Facing fierce international competition, Chinese high-tech enterprises should improve manage mechanism and promote efficiency and the comprehensive development capacity of their owns to adapt to the challenges. To lead correctly and promote the sustainable development of high-tech enterprises, based on the considerable, proper, actual, scientific evaluation and recognition to management subjects, the government must make industry policies that are beneficial to the development of high-tech industry, construct economic situation of fair competition. So governmental administrative organs concerned attach more importance to the evaluation of the comprehensive development capacity of the high-tech enterprises.From the view of governmental macro-control, under the direction of system theory, comprehensively making use of the theories and methods on economy, management, financial and statistics, based on the analysis, distillation, convert of the factors that influence the comprehensive development capacity of the enterprises, this paper constructs an evaluation system of the comprehensive development capacity of high-tech enterprises in Chengdu high-tech district by the fuzzy hierarchy comprehensive evaluation method.In this evaluation system, it's the first time to take corporate culture as a significant indicator, and combined with the HR indicator this paper stands out somepositive infections which is important to the comprehensive development capacity, including the intangible assets and the potential resources owned by high-tech corporations such as the intelligent factors, valuation viewpoint, etc. The quantitative indicators used in this method are all relative ones to avoid the effects from the aggregate factors of enterprises such as scale and gross income, which results in the comparative attribute without considering the scale of enterprises, it's also the first time to put forward the notion of the comprehensive development capacity of high-tech enterprises, which is based on the enterprises capacity theory concerned and integrated with the characteristics of high-tech enterprises and the developmental modes and features.To testify the rationality and operation capacity, this paper takes CHENGDU DIAO GROUP as the empirical research object, calculating and evaluating its comprehensive development capacity, and gives the correlative countermeasures based on the analysis of the evaluation results.construct the indicator system of evaluating the comprehensive development capacity of high-tech enterprises which and takes the long existing and development of companies as the spindle at the angle of the all potential source-integrated advantages inside enterprises. The method used in this paper applies to evaluating high-tech enterprises, which has some innovation in empirical fields.The evaluation system of the high-tech corporation's comprehensive development capacity used in this study will offer the government a scientific warranty to master, direct, manage, serve and supervise high-tech corporations. It will put forward a new maro-managemental countermeasure to make full use of the opportunities brought by entering WTO and exploiting the western, strengthen governmental reasonable management and improve the healthy development of high-tech enterprises.
