The Study About The Administrative Construction Problems Of The State-owned Listed Companies After Being Reformed The Original Regulations

Since the state-owned business enterprises are very important in the national economy, the state-owned enterprises' reformation is always the central problem in China's economic reformation. If the state-owned business enterprises' reformation does not work, the real market economic system could not be established, neither the other reformations can be carried out successfully. There have been several sections during the experiences of the state-owned enterprises' reformation in the past tens of years ,such as extending the right of the management ,promoting the economic duty regulations, tax changed from benefit, sharing system and so on. Some of them did work to some extent during those years. But many state-owned enterprises still could not succeed. The most important key was there was not reasonable and effective administration construction. Company management came from the U.S.A and England, which is a global problem being paid much attention to by many countries. The foundation and standardization and operation of the administration construction were always the key and the difficulty during the reformation of the stated-owned company. Because there were some traditional problems and we did not have enough experiences, some components of the construction could not really work, so that some listed companies are short of perfect encouraging and supervision regulation, the artificial control to the management appeared, which have affected the development of the companies. With the analysis of such problems, this article puts forward some ways such as the adjustment of the construction of the ownership of the share, lower the percent of the share, enhance the inside and outside controlling, improve the encouraging regulations to perfect theadministrative construction of the company on market, then proceed to increase the economic performance, so as to promote the enterprise' development. Dong hua company is a typical stated-owned listed company whose regulation has been reformed. The problems above appears in the administration construction to it to some extent, which made it could not develop well. And with the example of Dong hua company, the article puts forward some suggestion to Dong Hua company on how to improve the administration construction of it from different ways.
